Terms of Service

These Terms govern every part of VehDB: the website, the dashboard, the REST API, the Model Context Protocol (MCP) server, the free public tools and the documentation. Plain-language summaries appear in italics at the start of some sections; the full text is what binds.

1. Who we are

VehDB (the “Service”) is operated by:

Savas OÜ is a private limited company registered in the Republic of Estonia, a member state of the European Union. These Terms are a binding agreement between Savas OÜ (“we”, “us”) and you or the organisation you act for (“you”). If you accept these Terms for an organisation, you confirm you are authorised to bind it. Our Privacy Policy explains how we handle personal data and forms part of these Terms.

2. The Service

VehDB is a vehicle-data platform for the North American market: specifications for cars and light trucks, motorcycles and power boats; tire fitment; and public-record layers drawn from government sources (fuel economy, recalls, defect investigations, crash-test ratings, owner complaints, crash statistics, emissions scores, vehicle identification data). It is delivered through a web dashboard, a REST API, an MCP server for AI agents, machine-readable discovery files (OpenAPI, llms.txt) and free public tools. Features, quotas and rate limits depend on your plan as described on the pricing page. Regions marked as early access are provided as previews and may change or be withdrawn.

3. Accounts and teams

• You must be at least 18 years old and provide accurate registration and billing information, kept up to date.
• Every user gets a personal team on signup. Teams hold the subscription, API tokens, usage quotas and shared lists. The team owner is responsible for the team's use of the Service, including by invited members.
• You are responsible for safeguarding passwords, API tokens, OAuth client credentials and admin keys. Anything done with your credentials is your responsibility until you tell us they were compromised.
• Email verification is required before the dashboard and API can be used.

4. API, MCP server and metering

Summary: tokens belong to your team, every record served counts against your row budget, and abuse controls are automatic.

• API tokens are issued to teams and carry the team's plan. The same token works for the REST API and the MCP server; MCP clients may also authenticate through OAuth 2.0 with dynamic client registration.
• Usage is metered per request and per record served, including rows returned by aggregate and insights endpoints and by MCP tools. Monthly quotas, per-minute rate limits and page-size caps are enforced automatically.
• We apply automated abuse controls, including temporary suspension of a team's API access when request patterns indicate bulk extraction (for example an unusually high number of distinct query signatures per hour). Suspensions lift automatically after the stated period. If you believe a suspension is mistaken, contact us and we will review it.
• Additive changes to the API (new endpoints, new fields) ship without notice. Breaking changes are announced at least 30 days ahead by email to active API users and on the changelog, and the previous behaviour stays available under the existing version until the sunset date.
• Sandbox and playground tokens are for evaluation only and may be rate-limited or reset without notice.

5. Acceptable use and data licence

Summary: build products on the data; do not resell the database, do not use it to identify people, do not evade metering.

Subject to these Terms and your plan, we grant you a non-exclusive, non-transferable, revocable licence to query the Service and to use the data you retrieve within your own products, analyses and internal workflows, including caching retrieved results for your own use.

You may not:

• resell, sublicense, redistribute or republish the database or a substantial part of it, or any dataset we compile, as a standalone dataset or competing data product, without a separate written data licence from us;
• use the Service to identify, locate, profile or contact an individual, or combine our data with personal data for such purposes. Our vehicle data is not a vehicle-history, registration, ownership or driver record, and must not be used as one;
• circumvent quotas, rate limits, plan gating or metering, for example by sharing credentials, rotating tokens, automating the website or free tools to avoid API metering, or scraping the website;
• embed API tokens in publicly readable client-side code;
• use the Service to build a machine-learning model whose purpose is to reproduce the database, or to train models on bulk extracts of it;
• misrepresent the source, provenance or accuracy of the data, or remove notices, disclaimers or source attributions we attach to responses;
• use the Service in violation of applicable law, including export-control and sanctions law.

Where a response carries a source attribution or a licence note (for example for data licensed under the Open Government Licence – Canada), you must keep that attribution when you display the data.

6. Data sources, accuracy and disclaimers

Summary: the data is compiled from government, manufacturer and industry sources and is provided as is. Verify anything safety-critical against the vehicle's own documentation.

Vehicle data is compiled from manufacturer, government and industry sources listed on the data sources page. We work to keep it accurate and current, and we refresh each source on its own schedule, but it is provided “as is” and “as available” without warranty of accuracy, completeness, timeliness or fitness for a particular purpose. Specific limits you accept:

• Public records are reproduced, not verified. Recalls, investigations, ratings, complaints and crash statistics come from U.S. and Canadian government datasets. Owner complaints are unverified reports filed by vehicle owners and are not findings of defect. Crash statistics are counts of involvement, not rates, and are not a statement about the safety of any vehicle; figures from the NHTSA Fatality Analysis Reporting System (a census) and the Crash Report Sampling System (a weighted sample) are different datasets and are labelled as such.
• Insights, scorecards and rankings are not advice. Computed metrics such as complaint percentiles, best and worst model years, and estimated crash counts are statistical summaries of public data with the methodology stated on the page. They are not recommendations to buy, sell, insure, underwrite or price any vehicle, and must not be the sole basis for a decision affecting a person.
• Matching is by name. Public records name vehicles differently from our catalogue. We match records to catalogue rows by make, model and year and state the method; some records will not match and some may match a family of models rather than one trim.
• Tire sizes, fitments and ratings. Tire size, alternate size, geometry, load index, speed rating and plant-code information is compiled from open and licensed data and is provided for reference only. It is not a recommendation for your vehicle. You must confirm the correct tire size, load rating and speed rating in your vehicle's owner's manual or the manufacturer's tire placard, and with a qualified tire professional, before purchasing or fitting tires. To the fullest extent permitted by law, we are not liable for any damage to a vehicle, property or person, or any other loss, arising from tire selection, fitment or use based on information from the Service.
• Fuel economy and emissions figures are the published EPA and Natural Resources Canada label and test values and will differ from real-world results.
• VIN decoding resolves a VIN to catalogue specifications using public identification data. It does not return vehicle history, title, registration or ownership information.

7. Third-party links and retailers

Vehicle pages may link to third-party retailers (for example parts searches on eBay or Amazon) and to government sources. These links are provided for convenience. We do not sell those products, do not verify their fitment for your vehicle, and are not a party to any purchase; the retailer's terms apply. Where a link is an affiliate link, we will say so on the page and may earn a commission at no cost to you.

8. Free tools

The public tools (VIN decoder, recall and safety checker, tire calculator and finder, model-year comparison and scorecard, insights pages and similar) are offered free of charge for personal, non-automated use. They are subject to sections 5 and 6, may be rate-limited, and may be changed or withdrawn at any time.

9. Subscriptions, billing and taxes

• Paid plans renew automatically each billing period until cancelled. You can cancel at any time from the billing portal; access continues until the end of the paid period and no partial refunds are given for the remainder, except where the law requires.
• Payments are processed by Stripe. We never store card numbers.
• Prices are in US dollars and are charged as listed at checkout.
• If a payment fails we will retry and notify you; after repeated failure the team's plan reverts to the free tier and API access is limited to free-tier quotas.
• We may change prices with at least 30 days' notice; the new price applies from your next renewal after the notice period.
• Custom quotas, enterprise terms, SLAs and data licences are agreed in a separate written agreement, which prevails over these Terms where they conflict.
• Consumers in the EU/EEA: by starting a paid plan you request immediate access to digital content and acknowledge that you lose the statutory 14-day right of withdrawal once access begins. Nothing here limits your non-waivable consumer rights.

10. Availability and support

We aim for high availability but do not guarantee uninterrupted service on self-serve plans. Scheduled maintenance and emergency fixes may cause downtime. Support is provided by email and in-app chat during European business hours. Service level agreements are available on enterprise agreements only.

11. Intellectual property and feedback

The Service, including its software, design, documentation, compiled datasets, computed metrics and the selection and arrangement of the database, is owned by Savas OÜ and protected by copyright and by the sui generis database right of the EU Database Directive (96/9/EC). Underlying government data remains in the public domain or under its own open licence, as noted on the data sources page; the compilation, cleaning, matching and enrichment are ours. Your subscription grants the rights in section 5 and nothing more. If you send us feedback or suggestions, you grant us a perpetual, royalty-free licence to use them without obligation.

12. Personal data

We process personal data as described in the Privacy Policy. Where you use the API or MCP server inside a product that serves your own users, you are the controller of your users' data and we act as an independent controller of the request metadata we log (see the Privacy Policy, section 8). A data processing agreement is available on request for enterprise agreements where we process personal data on your behalf.

13. Warranties and liability

Except as expressly stated, the Service is provided without warranties of any kind. To the maximum extent permitted by law, our total liability arising out of or in connection with the Service in any twelve-month period is limited to the amounts you paid us in that period, and we are not liable for indirect or consequential loss, loss of profits, revenue, business or data, or for decisions taken on the basis of the data. Nothing in these Terms limits liability for death or personal injury caused by negligence, for fraud, or any other liability that cannot be limited under applicable law, including mandatory consumer law of your country of residence.

If you are a business, you will indemnify us against third-party claims arising from your use of the data in breach of section 5, including any use of it to identify or profile individuals.

14. Suspension and termination

• You can delete your account at any time from your profile. Deleting the owner account of a team with other members requires transferring ownership first.
• We may suspend or terminate accounts that breach these Terms, notably sections 4 and 5, with notice where practicable, and immediately where the breach threatens the Service or other customers.
• On termination your API tokens and OAuth grants are revoked, your saved data is deleted within 30 days except where retention is required by law (section 4 of the Privacy Policy), and sections 5, 6, 11, 13 and 16 survive.

15. Changes to these Terms

We may update these Terms. Material changes are announced by email or in the dashboard at least 14 days before they take effect; non-material changes (typos, clarifications, new features) take effect when published. Continued use after the effective date constitutes acceptance. If you do not agree, cancel your subscription before that date.

16. Governing law and disputes

These Terms are governed by the laws of the Republic of Estonia. Disputes are subject to the exclusive jurisdiction of Harju County Court, Tallinn, unless mandatory consumer protection law of your country of residence provides otherwise. Consumers in the EU may also use the European Commission's online dispute resolution platform.

17. General

• These Terms, the Privacy Policy, the pricing page and any separate written agreement are the entire agreement between us regarding the Service.
• If any provision is held invalid, the rest remains in force.
• You may not assign these Terms without our consent; we may assign them to a successor of the business with notice.
• Neither party is liable for delay or failure caused by events beyond its reasonable control.
• Notices to us go to the address in section 1; notices to you go to your account email.
